Jeremiah Jones, a recent widower whose son has been kidnapped, is also a secret agent who has been sent by President Angelica Hope to track down Walt Devereaux, a brilliant scientist and former Secretary General of the United Nations. Devereaux has been accused of building bio-weapons that could kill millions. Even though the world knows him as a man of peace, he has been linked with the Escala, a group of Mars Project scientists genetically altered to allow them to thrive on Mars, and the Escala have committed acts of violence as a result of the changes to their DNA.

Devereaux is suspected of hiding in a homeless shelter run by Sister Ezekiel, who has a tragic past. The Attorney General, Gray Weiss, also wants Devereaux, thinking that the capture of Walt Devereaux, a committed atheist, will catapult him into the presidency.
